On a lot of advertisements lately I see the following line:
"Bike has been scraped, but all paperwork available to re-register."
What does that mean and how does that work?
Why would they be scrapped but still have paperwork?
And it is as easy as going to the Department with papers in one hand and the monies in the other and walk out with a registered motorcycle?

As far as I know, yes you need all the paper work but you will also have to get police clearance on the vehicle

Not uncommon. People de-register unused vehicles to avoid paying license fees. You need the de-registration certificate to register it again.

In this case 'scrapped' is also not the right word. You can have a vehicle scrapped (a particular de-registration process) where after it can never be registered again.

If it was scrapped(code 3),it can only be re-registrared as a rebuild(code 3) or stolen recovery (code 2 if I remember).
In any case it will have get police clearance and roadworthy again.
