Group rides and irresponsible riders

I have been riding mostly solo but planning to start riding with other riders.
Something that bothers me.
I see riders without proper tools,preparations and a mindset of "somebody will have the tools,spares and knowledge to get me going again"  sometimes going off in the bundu.
Do people like this belong on these types of rides? Is it expected of fellow riders to always "carry" those that are to lazy to learn how to fix a puncture  or to irresponsible to see that they have at least the right spares?
My mindset is I will always help but mostly I will not do the job while owner is having a smoke in the shade. I will not jeopardise my own trip by handing over my own spares/tubes etc. I have a limited adventure budget and would hate to see it wasted by a fellow rider.
I can see myself leaving such a rider in the middle of the bush to fend for himself and would expect the same from fellow riders should I have such a stupid mindset.
When I go on a trip i have a "selfhelp" mindset.
Accidents are another story .
What do the rest of you do and think about this ???
