Repalcing globe on 690 tail light??

It looks like the rear tail light has about 4 LED in them, but only the outter ones are working and no brake lights, all very strange if the are LED, anyone know who to get the tail light and what globes are in it??  In this pic you can see only one LED is working,can it be a wiring issues or the leds?

This is the top view, seems lke a sealed unit, you can see the diode etc inside
