How have you secured your tool pack on your rear fender?

I am using one of those bum/waist bags. I almost lost my second one yesterday.The way I have mounted it on the rear fender by taking the waist bands around under the fender then on top of the bag and clipping the clips in,i then also secure with a bungee cord.Any other ideas?
