Five months into the contentious e-tolling project on Gauteng’s highways the Opposition to Urban Tolling Alliance (OUTA) warned motorists they may soon be looking at sanctions for non-payment of e-toll bills. According to the organisation the South African National Roads Agency Limited (Sanral) is getting desperate to recoup its losses in the e-tolling project and is likely to soon implement a ‘carrot and stick’ tactic to force road users to comply with the unpopular project.
“Despite Minister Peters comment to Advocate Alberts in parliament that Sanral would not use criminal prosecution against e-toll refuseniks, we have learned that Sanral is impatient to commence with a ‘big carrots and large stick’ tactic in earnest,” said Outa spokesperson John Clarke.
According to Outa chairman Wayne Duvenage, Sanral is likely to offer motorists, many of whom have not bought e-tags, a sizable discount for all past unpaid e-toll bills, on condition that the road-user promptly pays the discounted bill and agrees to Sanral’s terms and conditions to register and buy the e-tag in compliance with the system.
Duvenage also predicted that Sanral may soon “threaten to action their mobile units to identify ‘known violators’ and escort them off the freeways and even possibly charge them by law enforcement officers.”“However they will not succeed so long as society stands fast in civil courage and so long as we remember how far we have come,” he said.
