Mmm, Ive also wondered about this.
1. If you are from 'out of town' how do you pay ?
2. If you are a local and dont but an e-tag (not that anybody would do that

) how do they catch you ? Does it photograph your number plate (from front or back) ?
3. Hire car question (which I fit into that category) has now been answered. I noted that the car I hired last month already had a tag on the windscreen and beeped everytime I went under one of the booms.
A few years back I was in Melbourne on business. They have a similar e tag system and for out of towners, you have to go online and can pay via eft. Trouble is there are a number of different toll booms and they are managed by different companies thus, different websites. As a tourist its a right pain in the butt.
