Sprocket and teeth

How does one decide on a sprocket with a certain amount of teeth vs the ratio between the sprockets?  The previous owner of my KTM played with this and in town and other lowish speeds it's awesome but on cruising speeds it falls flat ie at 105 km/h I run at 5000 rpm in top gear. That said I also doubt the accuracy of my vapor. GPS time I think.
