Rear brakes + whining fuel cap

If my KLE parks in the sun after about 5 minutes the fuel flap starts whining when what I assume is pressure escaping. Guessing it isn't supposed to do this, whats the fix?

Also my rear brakes are mostly rubbish. It uses up the pads like you are braking but requires a ton of effort to even use them soley to stop. I've bled the thing a billion times and recently put on some new SBS pads but still they don't really inspire confidence. Wondering if its not maybe the brake line that's old and therefore swelling?
