Enduro Tool Kit - where to locate it?

Looking into getting a tool/med/food bag.

I see most Enduro racers wear their bag on their hips. Why would this be more beneficial than locating the bag on the bike itself?

I know that if you mount the bag on the bike you change the C.O.G, but here is how I see it:

Option 1 - Bag on hips:

Pro's: Do not change C.O.G. of bike, thus bike can operate as designed.
Cons: with every "squat" you do, and during technical enduros you do quite a bit, you have 2-3 kgs extra that you need to "squat" each time.

Option 2 - Bag mounted on rear of bike:
Pro's: Less weight to heft each time you stand.
More weight on back wheel for traction.
Cons: Can change how the bike handles other than the extra traction possibly gained.
