Brake light electics issue

Hard to explain this one but I am stumped...

Brake light comes on when apply rear brake but not with front brake. Riding light always on as expected. Located the wiring junction under the seat and disconnected the brake light.. The brake/riding light wiring is made up of 3 wires. Then I switch the bike ignition on. When I put a voltmeter across 2 of the wires it reads about 12v. This is clearly the riding light which comes on when you turn the bike on. Then I put one of the voltmeter probes onto the 3rd wire keeping the other probe on the first wire. It reads nothing. But If I apply either front or rear brakes it jumps to 12v. So this is clearly the brake light wire and appears to be working since both brakes cause a 12v reading.
If I now connect the brake light again then riding light works but brake light only comes on if I apply rear brake. WTF?
