Fork spring spacers and oil change?

At some point I need to replace the fork boots on my Tornado, so I thought I might as well do some other work at the same time when I have the forks removed.

First question, can I install additional spacers in the forks to stiffen up the front suspension. As in remove the cap from the fork insert washer/spacer and put cap back? Reason for this is to limit the nose dive in hard braking.

Second question, the manual states ATF in the forks. At least that is what I get from my Portuguese manual. Can I just turn the fork upside down (with spring and cap removed) pump the fork to get oil out, put some ATF, pump upright to rinse/flush, pump out again and then fill to specified level (pump upright to remove air)? This is obviously assuming the seals are fine.
