SEIZED BOLTS ,how to loosen ?

I have 2 seized bolts holding the shrouds onto the tank, ant ideas how to loosen . the ones that have steel inserts moulded into tank, turning round and round, what pisses me off is this one is a 15 model and 2 have locked up and spinning round. older ones still all good.
