KLR or Dakar

My nephew lives in St Francis and works in Jeffries ( lucky bugger) He is looking for a bike to do the daily trip. He will most likely use the gravel road through Paradise beach and so it must be a dually. He will also make the occasional trip to PE. He has about 35k to spend. We are currently looking at KLRs and 650 Dakars. Which would be the better option and is there another bike we should considering? any advice welcome. shot.
