With the proposed changes in legislation relating to overtaking and lane splitting by Cape Town City in mind, I want to relate a story and ask a question.
Yesterday going home I rode down Buitengracht street between cars down towards the Waterfront. In the are near the "Fan Walk" bridge over the road, a number of pedestrians ran through the slowly moving traffic and I nearly collected a couple of them.
Question is: Who would have been at fault if I had hot one of them?
