Proof of Ownership for a Dirtbike - Advice Please

I want to buy a KTM 200 XCW ( one of the last ones available ) from a private seller.Bike checked and all good, yet price still an issue.Owner has only the sticker with the Vin No. etc and proof of cash payment, from a private seller, whom bought it from the original buyer of the new bike, for cash.Original buyer bought the bike from KTM dealership for cash and received no papers, so he says.I ran the Vin via the KTM system and it correlates with the history up and until a certain stage ( as it normally does ).

Seller is seriously uninformed about proof of ownership etc. and he is not able to assist with the admin and I am very keen to buy the bike, yet would not want to pay for it without some papers, so that I can transfer ownership. ( My other bikes were bought from KTM, so papers were no issue ).

Your direction is appreciated.
