It is beyond me that the town's neighbourhood watch / police / private security / tourism bureau have not, over a few weekends at least, secretly watched routes into the town at night, and caught some of these criminals. It would seem to be fairly easy given the regularity of the crimes.  Or even fit a bait bike with a tracker to then find the chop shop / buyer?

A year or so ago there was a spate of bike thefts in the Strand area and their neighbourhood watch caught guys with a trailer and 3 stolen bikes (if i remember correctly) during their 2nd all-night stake out.

Bike thefts in all the towns in ET, from Dullstroom to Lydenburg, Sabie, etc. is not new anymore.  It started a good 5 or 6 years ago by well organized theft syndicates.  It seems the organizations you mentioned have little interest in preventing this to happen.

Waterval Boven also became a shithole due to crime.
Used to be a great rock climbing place but locals decided to start mugging the climbers and raiding the camp site.

They shat where they ate.
Now there's no source of income anymore.

A climber was shot dead there too, real pity, havent been there in years, id it really deserted now?

Biggest problem with trying to curb crime in the small towns (prone to mist) is “inside info” supplied to outside Perps who get live real-time info on the situation in town and time their raids accordingly! A lot of the informants work for non-resident landowners so they have time on their hands and never need to dirty those hands by personally stealing, they just hang around with their phones and pass on info. Amazing to see how they get plastered & stagger  around town after a successful raid and commission’s received. These trusted servants have in many cases been part of the community for many years, very hard to combat! Don’t get me started on SAPS!

within 10 mins of up arriving there was a "vagrant" type person looking up the drive at the bikes. I approached him and told him to Fcku off.
Then we got bikes through teh back door into the kitchen had to walk for the rest of teh weekend. But we had been warned.
