Do I need a Torque Wrench for odd jobs?

Recently I got a BMW R9T Urban and ordered the RAM handlebar bolt replacement ball mount.

I seem to recall these bolts must be torqued again to 11nm for the one set and something else for the other.

Is it worth buying a torque wrench for odd jobs like this?
