Debate pillion

Ok here is a question. When you have a pillion what to do about there safety. Lets say it?s a once off rider. It is impossible to have all the kit sitting in your room waiting for some one else some day. So what are your thoughts?
I?m thinking there must be some rules:
Make sure you have an extra set off knee guards.
Have some off that ballistic jacket?s.
Make sure she?s or he got boots, or something protecting the ankle.
Elbow guards.
