Who has the better biking weather

Just spend 4 weeks in the Western Cape and had a great time. Could not help thinking that they possibly have the better bike riding weather with having no rain in the winter. So you can actually keep your helmet in your topbox and it is not being filled up by the fr&**ken rain suit that must be carried everyday for the inevitable afternoon rain here in my lovely Gautengaleng.
But interseted to know from the Capies if the wind plays the same role over there?
