You can use a normal multimeter for the task

Previous owner dropped the bike and I would like to have the Cylinder Protector fixed and sprayed again.

I believe the amber (or orange) light protector stands out when riding in traffic
Here by us in C'Town it might help being seen in the winter during fog as well
Mine is a clear "dim" and orange "on high beam"
