Hey spyker. the bolt/stud is under tension. Remember it's screwed into something (either the head or casing) head bolts and studs don't get moved often so they tend to "sieze up" in there housing. I know the urge to DIY is strong, but seriously engineer is the way to go. besides if they stuff it...

Hey pg. A word from a qualified bikemack: TAKE IT TO AN ENGINEER!!! stuffing around with drills and easyouts often leads to disaster. All those who have got it right, well done, luck is your friend. Seriously though, an engineering job is a lot cheaper than replacing engine parts if you stuff...
