Normal- as long as you can see oil near the bottom of the sight glass when it is cold it should be good. Oil level can rise almost to the top after running. Too much oil causes clutch drag issues. Just put in 1 litre if you do not change the filters. Change it often.

That is only a partial kit- after shipping, vat, duty etc. it will be better to from your dealer. This is the 'kit'-  and it is of known quality.
