There are different ways of application. That particular stretch appears to have no binder added, probably just compacted by roller. Bitumen is widely used but is slowly being replaced by environmentally friendly non petrochem binders.

The grey stretch of road has a layer of RAP (Reclaimed Asphalt Paving) laid on it. It's the stuff removed when the highway surface is repaired/replaced.
