Anyone know what went here?

on the first pic after my off is my bike - drz400e

second pic looks like its just a bolt and on the ltz400s it looks like its just blanked off. 

Is it safe to blank off or does the bolt hold anything in our engines?

sorry no clue and mky drz is in garden route and im in jhb..I do think its blanked and nothing but don't take my word

From the position my call is a closed up casting hole for a previous model's decompression cable system.
If you want to haul ass, you gotta mix gas.

It looks like the smog system was removed and that's the blank off plate.

Ok the smog system on the DRZ400S used to go where I circled above header pipe and I remember blocking it off, on the E on the side I'm not sure as the S and SM it is closed completely.

Edit seems that is where the decompression lever entered the motor on the early kick start only models. So you can just put a short bolt in there.

You are missing the decompression shaft hole plug, its the part below. Thats very strange that its not there as I would assume the head would get full of dust?

If you want to fit the kick starter, Suzuki sells a complete kit for that at around R3300:
