Can I register a bike with this out of date paper?

I have my eye on an XT600 Ténéré.  The snag is that the registration paper was issued in 1993 and has not been updated to the current owner.  I don't know if this bike changed hands more than once since original registration.  Does anyone know what the challenges and costs/penalties will be at this stage?  Paying 27 years of outstanding license fees and associated penalties is probably considerably more than the bike is worth.

Yes, but the registered owner must first apply for and get a duplicate in the new green form. Iow, they wont transfer ownership on that old form.

If the license is not up to date it will have to be paid up first.

That's going to be a problem.  The current owner does not know the guy on the paper.

I was afraid of this.  27 years of outstanding license fees kills the deal.

I would start by checking if it's still on the system chances are good the it's been scrapped
