What to do when you need a bike but no moolas

You build one.  On my quest to have my Karcher repaired I come upon this in the workshop of the Karcher agent in PE.  It is the bike of the technician that sorted my said hp washer out.  Don't know how legal it is, the front fork also looks a bit on the weak side.
