Yes, sales agreement was drawn up. If he carries on using the scooter he'd be driving a unlicensed vehicle and that is opens up a whole new can of worms.

A relative bought one of those disposable Chinese scooters from some or other inbred in Strand a few weeks ago. Paid the 4 or 5k for it and when he went the register it on his name discovered the previous owner owes 6K in outstanding fines and this has to be paid before a change of ownership...
