A relative bought one of those disposable Chinese scooters from some or other inbred in Strand a few weeks ago.
Paid the 4 or 5k for it and when he went the register it on his name discovered the previous owner owes 6K in outstanding fines and this has to be paid before a change of ownership can take place.
No prizes for guessing the previous owner doesn't return any messages, emails or calls.
I suggested taking the guy to small claims but apparently the new owner would first have to pay the fines, register the bike in his name and then claim it back. (According to Durbanville police)
Can anyone suggest what can be done in a case like this?
