Bike Idees please - new convert

My wife is thinking about joining the rest of us on her own bike. (No gravel at first - small steps) >

Now I'm no financial giant and I would prefer getting her something not to big (she's 1.68 tall) untill she is cumfortable, and then "invest" in a more permanent solution.

Must be light, "cheap" but good enough to take on the highway with decent wind protection. If she gets into it she will use it to comute between PTA and Jozi.

I was thinking cbr 250 but that has no wind protection. Anny idees???
