Can raised tar surface be dangerous

When travelling on the N1 near warmbaths on Sunday I came across a section under construction. The one lane was re-tarred but not the other one. This caused a significant difference between the 2 lanes with the one being higher than the other one. When you change lanes you have to go over that sharp edge. I was nervous changing lanes with the bike, not knowing what would happen at 120km/h. Is it just me being paranoid or can it be dangerous?
