Changing a tire

Changed my tire yesterday, but now problem is this:
The tire beads are both inside the well and no matter how hard I pump the tire the beads dont seat evenly on both sides, always about 15cm of the bead looks like it doest climb out of the well properly. Hope this makes sense.

Are there any tricks involved in getting this right??
