Cool urban street tool on TW200

Saw this today outside my surgery. It is more striking in the flesh than in the pictures. It is owned by Kade Burnett who tells me it is "work in progress." The extended swinging arm is an import from Japan. He doesn't look to bad for someone who's just had 90 min of dental treatment from my associate either.
