could this be the water pump ???

so today i heard this high pitch whiny noise from the bike

first i thought it was something else but switch of the bike and its gone

start the bike and its back

sounds as if its coming from the water pump 

my water pump is not leaking - that i thought was the first sign of trouble

anyone ever had whining noises coming from the water pump ???
