Do you need a rim lining when changing a tube?? AND I CAN'T GET THE TYRE BACK ON

Ok, had a puncture on the 990 using a Mitas E07 that needs replacement anyway. :patch:  When taking a the tyre of the rim I found a "rim liner" in lots of little pieces. You can see the dents that the spoke "nut" made on the liner.
My question, do I need to have some kind of rim lining on the spokes before putting a new tube in or not?
If needed, is it a special liner or can I cut the old tube to do this?
