F 800 gs - tempreture

Hi
was in CT on Tuesday , stuck in a roadblock, when i noticed  fan coming on and my temp rising quite quickly.
I reaken it was about 28 degrees.My coolent level is on the correct mark.
Any other 800 owners picking up the same that the bike gets hot while travelling in city start stop conditions ??
