Handle bars shaking at low speed and in turns

i recently changed the back tyre on my Dakie and after that my handlebars shake at low speed (10-20km/h) and during cornering at higher speed. feels alot like the front wheel is unbalanced so i put in a new tube and got the tyre balanced. improved it slightly but still an issue. would an unbalanced back tyre make the handlebars shake or could it be something else causing this. maybe a bearing or something?
