Increased visibility with a Flashing/Strobing head and tail light

Driving down the freeway in the cage a GS past me with a flashing/strobing white light at the back.

It immediately caught my attention and the bike stood out even though far ahead of me in the traffic, so it obviously served its purpose.

Does anyone know about this?
