Lower speed limit to reduce the carnage ?

Surely it would be a better idea to
- Make sure all drivers have (legal) licences , maybe have to renew them (as in driving capability) every so many years
- Police the roadworthyness of vehicles more efficiently ...as in places like the UK
- Even more emphasis on drunken driving

I'm not sure reducing the limit will do much good .....Seems to me the Transport Minister is barking up the wrong tree here ?
