Paint for Crash Bars

I have a set of SW-Motech crash bars and after a few ploughing sessions the paint has come off.  I just though it would be "normal" paint but it actually looks like a rubbery paint applied directly to the metal without a base coat. It's quite difficult to clean off the metal. Suppose sand blasting will be the only option.

1) What is this "paint" that gets used in the original bars? Rubberising?

2) What should I use to respray it with? Are there better alternatives to the original "paint"?
