Parking on sidewalk (pavement). Legal?

I see bikes parked on the sidewalk here in Grahamstown. From big adventure bikes in front of restaurants and hotels to delivery bikes in front of their work place. They don't block the way for people to pass by as the sidewalk is very wide but I understand this is illegal, or is it?
Has anybody being ticketed for such a thing? What are your thoughts?
