Road from Prince Alfred Hamlet to Tulbagh.

I want to know if there is a road from Prince Alfred Hamlet to Tulbagh over the mountain. I see on Google earth a road path called Witzenberg to Tulbagh. But it seems to go over private farm land (Farm called Ouplaas)
Please tell me if it is possible to go down that road.
