S...Roads

This is probably the dumbest question...but can someone tell me...all the "S" denote roads on South African road maps...are they all gravel on not necessarily?
I am using Garmin South Africa Topo maps on my GPS and they show many of the secondary roads and I want to try and do JHB - Ballito all gravel ...well at least as close to 100% gravel as what I can get to. Thanks
