Spray Painting a KTM 990, White, Pannel that the paint is flaking off.

Any sugestions to have the top R pannel of my White KTM 990 resprayed around Pretoria, and saving the decal, (new full set costs R2500). The paint is flaking off, having had a tie down pulled too tight from the handle bars. Ive learned to tie the tie down on the bottom brace.
