Tensioner bolt rubber cap gone awol

Calling all experts

While looking for the source of a tiny oil splotch on the garage floor, I found that the rubber cap that usually covers the head of the tensioner bolt (part of the doohickey assembly) had gone missing. When hot, some oil was seeping past the bolt. Four questions please:

a) I can't find a part number for the cap on the links provided here by Groenie and others. What do I order?

b) Does the seepage mean that there may be an additional problem, for instance seals that need to be replaced?

c. I will occasionally swing a spanner but walk away briskly when things like crankcases or cylinder heads need to come off. What gives here?

d) Does it sound expensive? Bike still runs like a rocket, I mean, KLR.
