Traffic fines & registered letters............what now?

I received a registered letter notifying me of an important document awaiting collection at a post office. The last time I collected one like this it turned out to be a traffic fine. (speeding) It was one of those AARTO thingies.

QUESTION:

If I don't collect this one, will it go away?
Will I still be liable eventhough I did not collect the document? ???
