Two tire sets for XR650L feasible?

Hi. I use my 650L for commuting (on tar) a lot more than I use it on dirt. Please forgive me this mortal sin. One day when I am a big boy I will buy a second commuter bike, but until then...

I already have a spare rear rim, so I figured I could get a spare front rim, and then have two sets, one with road tires, the other with dirt and just swap them out when I need to.
But I believe the front wheel is 21inch and the rear 18inch, and finding road tires for a 21inch can be difficult?
In which case could I use a 17inch or 18inch front and 18inch rear together for the road, and the stock wheels for the dirt? Is something like that even feasible or is it much more hassle than it seems?

I think i saw on thumpertalk or advrider someone mentioning a lowering link being needed to lower the rear to match the lowering of the front, for handling. That sounds like a ballache to me.

Am I talking crazy talk?
