Weight - distribution and overall- comments saught

From personal experience, and comments from some other riders, my bike seems far more stable with a pillion on gravel.
Now is this because I am light , 67kg, and my bike is heavy, about 220kg?
Fully loaded, alu panniers, and solo I feel better without the load.

Is this due to weight distribution?

I am trying to get a safer setup.
