xl600 decompression valve

??? hi guys recently joined the forum am needing help with my thumper after so many years of not riding decided to get myself a fix me upper and slowly going to make it look like what she suppose to look,anyway my problem is that she takes so long to start "kickstarting"  :'( and i don't know how the decompression lever should be used or when if anyone can help me with this i'll surely appreciate it.
