Buying a bike from a Seller with Proxy to sell from the registered Owner - What to Check ?

Please assist guys n girls.
Went to check out a ( road ) bike which I like a lot.Advertiser says he sells on behalf of his cousin, who works abroad and he has written proxy to sell the bike on behalf of said cousin.Seller says the bike has been paid for and he has Natis documents and current license on hand.
Besides checking out the validity of the papers mentioned, what else should I consider, before I make an offer on the bike ? I really don't want to end up with issues with this transaction.
