Have traffic rules just disappeared or is it just me?

On the way home tonight I had to watch another cage driver proceed through a 4 way stop at about 40 Kay's per hour.  This barely 2 blocks away from my home, in the neighbourhood where my kids walk and ride their bicycles. If this was a first it would be ok, but it seems to be happening 3 to 4 times a day now.  A few years ago one of these geniuses took out my sister in law in a similar situation. What do we do, just accept it as the new proved SA ? I am struggling with this. Even when I am in a hurry I would slow down to a crawl and 1st gear pull away. What do you think, 4 way stops old fashioned?
